Political bourgeois, bureaucracy and neo-capitalist class in Bangladesh


    In Bangladesh, most of the macro-economic indicators have been showing a satisfactory trend over the recent years. Along with this, the government has attained a few successes on the issues related to poverty alleviation, human resource development and private sector development. The country has enormous potential sectors to unlock, but it has long been suffering from many problems including bad political exercise and bureaucracy (key problems) to develop its many prospective sectors. Due to bad political exercise, red tapism and administrative corruption, the government of Bangladesh has lagged behind to achieve its desired goals. Bangladesh is a country mostly of about black money where 4 million people or only 2.4% people have Tax Identification Number (TIN). In reality, a less than 1% people or little more than 1 million people pay taxes to the government.



    All it means that the government does not have enough revenue for the fiscal budget. Negative exercise of politics and autocratic attitude of political party-in-power tend to create a political bourgeoisie which further create a neo-capitalist class (newly formed ruling class). Political bourgeois is widely known as bourgeois in politics and bureaucracy is known as an organizational form that help operate the government smoothly, but neo-capitalist class is defined as a class which gets their benefit with maintaining the link between political leaders and bureaucrats. Neo-capitalist class is emerging as bourgeois which becomes politically powerful and booms in capital acquisition overnight. Political bourgeois is the example where bourgeois leadership exercise exclusive control of the country's politics during the party-in-power or this class is the sole element in political struggle; indeed, it will be argued that the confusion of politics in the party-in-power to implement their social forces tends to obtain their interests at work. However, it will be argued that the political bourgeoisie in Bangladesh are the groups that help emerge to a neo-capitalist class. In Bangladesh, class interest of political bourgeois lays the foundation for the benefits that their neo-capitalist class is to enjoy. To filter the neo-capitalist class from political bourgeois is not very easy, because the neo-capitalist classes are neither politicians nor businessmen; they are beneficiary class who persuade both the politicians and bureaucrats to achieve their own gains.



    Thus, the neo-capitalist class is always trying to please the politicians-in-power and bureaucrats to gain their own interests. In recent times, we have seen as an example of a neo-capitalist in Bangladesh, who has alleged for gigantic bank corruption with the help of his political and bureaucratic affiliation. Precisely speaking, in most cases, of their illegal activities and corruption, the neo-capitalist class is always far behind to expose publicly at the national level in print and electronic media. How bureaucrats help the neo-capitalist class to emerge? Bureaucracy is an institution with a hierarchical structure and specific responsibilities, which operates as management principles intended to enhance efficiency and effectiveness of the government. The "need" for bureaucracy is a tool to run the government organization smoothly. Traditionally, government is the source of all kinds of resources and bureaucrats have the legislative power over the resources. To help operate the government efficiently, proper utilization of public resources is must. To get the share of public resources the neo-capitalist class gets involved in corruption in connection with the corrupt politicians and beneficiary bureaucrats. Thus, the neo-capitalist class also behaves as corrupt politicians and they have been doing corruption and their partners are bureaucrats. Sometimes, these neo-capitalists possess more power and money than the traditional ones in Bangladesh.



    So, for the better life and living of the common people in Bangladesh, the government has to be aware that it does not need any politicized bureaucracy. It is also to be noted that main stream political party should avoid the political bourgeois in their politics that may prevent the emergence of neo-capitalist class. This neo-capitalist class is not favorable for the country, they don't have any patriotism towards the country and even they don't think the standard of life and living for the common people. This neo-capitalist class is self interest class; they are not friendly with politicians and as well with the bureaucrats. They are always doing their political-business or business-in-politics in Bangladesh for their own interests and gains. So, beware of neo-capitalist class.
