REX system to reduce time and cost of Bangladesh RMG exporters in Europe market

Registered Exporter (REX) system will reduce time and unexpected expenses in exporting of goods to the European market from Bangladesh. For this system, entrepreneurs no longer needed to come to the EPB (Export promotion bureau) to get GSP.

According to EU website, REX is an online automatic system for getting GSP where exporters from any country would be able to issue their statements on origin by their own after getting a registration number from a specific organization.

Under the system, all Bangladeshi exporters will have to be registered with the state-run Export Promotion Bureau (EPB) to export to the EU, said the Ministry of Commerce (MoC) official.

Currently, exporters need to get clearance from EPB to get GSP of the European Union. After this REX facility, this clearance won’t be needed anymore. But they’ll have to provide all export-related information to EPB within an interval of 15 days.

At this time, along with Bangladesh, about 22 countries are being added to REX system experimentally. Previously, 51 more countries were added. After 1 July 2020, REX system will fully be initiated and it will be a mandatory certification for exporting in 27 countries under EU.

Sources BGMEA and EPB saying, “Exporters are being connected with EU through REX. In this system, industrialists will be able to issue business documents on their own instead of GSP. They will also get duty free access under this declaration. Every year EPB issues at least 9 lakhs GSP certificates.”

EPB has started giving REX certificates since the middle of this July. Already about 200+ exporters have taken REX certificates. These include prominent companies like Ha-Meem Group, Square Fashion, and Beximco, etc. According to the EU’s condition, all the exporters will have to come under this certification within 2020.

EPB associates said, “The certificate that EPB gives to get GSP in Europe, various information like product specification, manufacturing properties etc are given there. Exporters buy the form for about BDT 300 to 400 tk and submit to EPB after filling up. EPB gives certificate after proper judgment. About 6000 exporters of Bangladesh export goods to the EU every year and about 3000-3500 of them get certificates approximately.”

Senior Managing Director of Square Denim Ltd., Sayeed Ahmed Chowdhury said, “a huge amount of time will be saved because of REX facility. And a lot of unnecessary costs will be saved too. Sometimes it took about 20-25 days in order to get certificates from EPB. All these problems would be solved because of the REX system.”

BGMEA President, Rubana Huq said, “It has been made mandatory to get REX certification in order to export to Europe. Because the exporters will be able to clarify the quality of their products by themselves through this certification. BGMEA members have been given orders to apply to EPB within 31 December this year. BGMEA hopes that this system will be beneficial for all of us.”
